1.An enterprise that establishes a cattle slaughterhouse in China shall submit a written application and relevant materials to the competent commercial department of the Chinese government under its jurisdiction.
Relevant information includes：Project environmental impact assessment approval documents issued by environmental protection department;The examination opinions issued by animal husbandry and veterinary departments that meet the requirements of animal epidemic prevention stipulated by the state of China;Project feasibility report and project approval;Identification materials of the person in charge;Relevant supporting materials of the staff;Relevant supporting materials of cattle slaughter machine.
2.The competent commercial department of the jurisdiction shall, within 20 working days after receiving the written application, put forward preliminary examination opinions together with the animal husbandry and veterinary environmental protection department.
3.The application units or individuals involved in the construction of new slaughterhouses need to apply to the local planning and construction land and resources department according to law and go through relevant procedures before starting construction.
4.After the completion of the construction of the cattle slaughterhouse, the municipal commercial competent department shall, according to the written acceptance application, carry out the acceptance inspection together with the animal husbandry and veterinary, environmental protection and other relevant departments.After passing the acceptance check, the Municipal People’s Government shall issue the cattle slaughtering certificate and slaughterhouse mark.It shall be announced to the public and reported to the provincial competent department of Commerce for the record.
5.The applicant shall apply for business license with the slaughtering certificate and go to the industrial and commercial health and taxation department for business license respectively, and the business can be officially started only after tax registration.
